My design view is missing in FrontPage. How do I get it back?

I'm not sure what is going on. My design view is missing in one of my
websites. It's working fine in other webs but this one.

Does it have anything to do with the fact that I had to FTP this website
instead of using the regular publish site button?
 
Design view where?
- on your local PC version of the site
- If so, what are you opening in FP

(FP will not open an online FTP site in any view)
