My Dell Laptop with Windows XP Home Edition

My computer i year old, freeses for a while after connecting to dial-up
internet, then gets back to normal after 5-10 minutes. During this time mouse
curser moves, and i can only click, but nothing happens for 5-10 minutes
I removed autoupdates for all possible programes as well as windows, but not
much improvement.
Specs of computer
1.6GHz
512 RAM
40GB
Dell Laptop Intel Centrino
Windows XP Home Edition (fully updated)
IE 7 beta
Norton Anti virus

still work in progress when is full released is going to be better
 
But same problem happened even with IE 6, therefore I updated to IE 7
but no improvement..............
