My cursor size is too small, I can't change it, help?

My cursor shows up about the height of 10 point text no matter how large my
text is. i don't know how to get it back. Please help.
 
Switch to 500% zoom and back again. We don't know why the cursor
shrinks, but this seems to fix it most of the time.
