What are you doing when you get this message?

Be detailed and specific.

If you right-click on "Start" and you see "Open All Users" and "Explore
All Users" at the bottom of the list, then you have administrator
priviledges. Otherwise you don't. Use the Control Panel, User
Accounts" to find an Administrator account and "Change your account
Type".
What you should be able to do is to start up the PC in safe mode. When you do
this you should see the admin account. Just log in as the administrator of
the computer. once you login to it the first time it should appear as a
regular account on startup. I also believe that you can go into the control
panel and change the way that you are currently logging on to using the
"classic" logon. but I cannot remember if that option is for professional
only. but the safe mode trick will work.
XP home gives you administrative rights, but not really. Which is why most
people use XP pro. It was intended to keep your computer safe from you. but
logging on with the administrator account in safe mode will get you the
rights that you need.
