My computer is not recoginizing me as the admistrator

I am the only user on this computer and when trying to download certain
programs I am getting a prompt telling me that I can not access registry
files. It tells me to have the admistrator sign on to complete the install.

Windows XP Professional or Home?

Reboot into safe mode, log in as the username "administrator".
You probably never set a password (nor did anyone else) for this user, so
just press <ENTER> for that part.

Now - go into the control panel -> user accounts and see what type of user
your other account is. Is it an administrator?

The only other account I have on here is the guest account and it is
currently turned off.

The only other account I have on here is the guest account and it is
currently turned off.

Despite what you may think - you have two accounts on there.. The one you
use daily and the "administrator" account. Windows XP Home hides the
"administrator" account from you except in safe mode.

Using the F8 Method to Get into Safe Mode
- Restart your computer.
- When the machine first starts again it will generally list some equipment
that is installed in your machine, amount of memory, hard drives installed
etc. At this point you should gently tap the F8 key repeatedly until you are
presented with a Windows XP Advanced Options menu.
- Select the option for Safe Mode using the arrow keys.
- Then press enter on your keyboard to boot into Safe Mode.
- Do whatever tasks you require and when you are done reboot to boot back
into normal mode.

Again - the safe mode username you want to use is "administrator" and the
password is general a blank one, so just press <enter>.

Yes the other account is administrator and mine also says computer
administrator. So now what do I do?
