my comment balloons will not appear, but the preview pane does

Whenever I click on the "sticky note" from the toolbar, the preview pane
automatically appears. I want to use the "sticky notes" because my reader
will not follow the preview pane. Where did my comment balloons go?
 
What view are you in? Do you have balloons enabled?
