This is normal with both CD-R and CD-R/W disks when you use "mastering
software" like that built into XP. However if you use "packet writing
software" like Direct CD or InCD to preformat your disks then files can be
manipulated just as if they were on a floppy or hard drive. To use packet
writing you need third party software. To learn more about CD Burning take

The inbuilt burning is essentially a batch CD-R type, and you can only
erase an entire disk - not delete or update individual files. They are
therefore inherently read only and marked as such
