My Administrative tools have completely dissappeared

So I have tried even replacing all of the *.cpl files to see if somehow the control panel was corrupt, but to no effect. My Administrative tools have completely disappeared from my control panel!! If anyone out there knows a fix for this, please help me. I have also scanned for viruses.
