Multiple Scopes per VLAN?

Is it possible through DHCP to assign multiple scopes per vlan. The
first scope would be reservation based on MAC and the second scope
would be for machines that are not in the system and would be routed to
our public internet feed.

Actually the best way to do this is create two VLANS with distinct address
ranges/scopes on the DHCP server, then create policies in IAS to assign
traffic to specific VLANS. Using multiple scopes on one VLAN is not
necessary.
