multiple numbering headaches

I'm having a terrible time formatting numbered lists.

I am trying to number text that has been pasted into documents. The lists
are just simple directions to go with photos. I've finally gotten to the
point that I can get the lists numered correctly if I go through all the text
and select and highlight exactly what is to be numbered, even if it's just a
straight down from top to bottom, with no breaks except for double spacing
between each list item.

If I don't select the text and hit the numbering button, it will only number
the line that the cursor is on so each line has to be numbered individually.

At one point, I was able to get it to number all the text, BUT it also
included the text that I DIDN'T want numbered, which was at the top of the
page. I had clicked on the line where I had wanted to start numbering, which
was in the middle of the page.

Also, sometimes it removes the double spacing between list items or will
actually number the blank lines as well as the lines of text I'm working on.

HELP!
