Multiple Languages

Please recommend ways to achieve these (and cost)
1. I need to input text in Japanese, Traditional Chinese & Simplified Chinese
( I can set that up alright and type them ok
2. Preferably able to install and display Japanese Games & Chinese Games
3. I prefer to see menus & system dialogues in English
4. Do not want to let non-English codes get in the e-mail or log-in sessions to other servers/pcAnywhere

The new HP PC I bought yesterday came with XP home
(I have the Chinese version installed but there is also the English version in the box
uninstall the Chinese XP Home and reinstall the English XP Home?
