Multiple cases of not accessing random sites

I work for an ISP NOC and we have had many users not being able to access
random sites, whether secure or not. We have isolated the issues to XP
users. We have cleared cookies, even re-installed browsers and still have
been unable to resolve but have verified it is not a L3 issue. Any
thoughts?
