multipage TIFF program?

Anyone know of a good program for working with multipage TIFFs, specifically
scanned document images? I'd like to be able to change the sequence of
pages, with simple "move up" and "move down" commands, and see the pages in
their proper sequence.

Irfanview and Xnview allow creation of multipage TIFFs, and ordering of the
pages, but after they are created, they don't allow you to change the
sequence of pages, so far as I can tell.

I think one of the programs by these people will do it

I'm fairly sure that ImageForge will load a multi-page tiff. It gets
put into its animation editor, and you can rearrange the sequence
using its Merge icon. http://www.cursorarts.com/ca_imffw.html if you
want to try it. I recall playing with this in the past, but I no
longer have a multi-page tiff to try using the current version.
