multipage message in Outlook 2003

I am trying to create a multipage message, with 3 tabs, each one contains the
same message but in a different language. In fact, the aim is to create a
Service Message template, in English/French/German. When the recipient
receives the mail, the content is blank. On creation, the edit compose page
and edit read page have been edited in the same way. Text boxes and labels
have been added on the form. After saving, the mail was sent [via Exchange
Server]. However, the recipients receive an empty mail. Any advise please?
