Multilanguage support on downloaded programs not working

I am user that needs to read Japanese & Chinese. I have
just recently bought my computer, and under Regional and
Language Options ---> Languages ---> Details, I have added
the several languages I need to read and use. However,
neither of the languages are showing on ONLY downloaded
programs I got, such as ICQ, WinMX, and Winamp. The
languages & fonts are showing properly on my websites, and
other files & folders. Seems like it JUST DOESN'T SHOW up
on downloaded programs I've got.

Ok, thanks but is there anyway I can do to make them
support? I've downloaded this popular program called
NJStar (http://www.njstar.com), it used to work perfectly
fine with my old computer with WinMX, Winamp & ICQ,
however, it didn't work with this.
I have also asked friends who also use WinXP, their ICQ
and Winamp all get supported with the multilanguage with
the same setting I have, it seems that I'm the only one
that couldn't get it to work.

Unicode. The latest versions of
Messenger do, but WinMX and Winamp certainly do not (not
