Multi-User App will not allow more than one user. TS2003

When running an application that uses an older version of Pervasive's
Btrieve, even though the app and btrieve is multi-user, Terminal Service
allows only one TS user running the application. More than one user can not
run it. The user that is running it, can run it multiple times in the same
session. The application functions fine when not being run through Terminal
Service

Legacy apps state that they're multi-user friendly meaning they can be used
in a network environment, NOT that multiple users can be running them
simultaneously on the same PC, i.e. Terminal Server.

Did you install the application in "install mode", i.e. "change user
/install" or via "add/remove programs", while in Application Server Mode?
