My operating system is Windows XP Home addition. After
using 'XP' for 18 months I am suddenly presented with the
foll error message on start up using one the 4 user names
I have created. The message reads: -

"Windows cannot find C\Windows\System32\msurl32.exe. Make
sure you typed the name correctly, and try again."

I OK this and am presemted with a second message: -

"Cannot load or run C\Windows\System32\msurl32.exe
specified in the registry. Make sure the file exists in
your computer or remove reference to it in the registry"

I OK this and am able to use Windows without seemingly any
problem.
What does 'msurl' do?
Is this a problem?
How can I overcome getting these error message?
The other users on the system do not get these messages on
start up.

msurl32.exe doesn't seem to be an XP file. I have found a reference to it here:

In addition you may like to have a look in msconfig>startup for any reference to the file - if found uncheck it and reboot your system. Also you may like to check your system for viruses with the latest definitions for your AV program and check for any spyware with either/both of the following programs:

Ad-Aware - www.lavasoftusa.com
Spybot - http://www.safer-networking.org/
