Getting error "cannot load msoe.dll" when opening Outlook Express. It was
working, not sure who did what to upset it?

File is still located in the root directory and does not appear to have a
virus or corrupt.

Any ideas on how to recover Express without losing all the data within?

No change to the Outlook Express version or IE was undertaken, is there
another reason why the same error could occur?

another solution is to backup your email files, then uninstall and reinstall
Outlook Express. This should restore the application back working in good
order. You may need your windows CD

If I need to reinstall Outlook Express, can I copy the messages, can't find a
..pst file so assume it is not like Outlook (I do not personally use Express
and am unfamiliar with the file structure).
Does the reinstall just create a new mailbox or will it retain the existing
messages and address contacts?
