MSOE.DLL can not be loaded

I can no longer start Outlook Express because the error message is that
"MSOE.DLL can not be loaded". Can I get that file back?

Note that this is an Microsoft Office Outlook forum.

Outlook Express is family of Internet Explorer and Outlook of the Office
family.
