msiexec.exe error

Trying to install win 2000 sp4 i get a msiexec.exe saying it is running
or being used ??? and wont ilstall sp4

|Same error in safe mode, i understand it is a windows installer issue but havend found a fix

The exact message text is **c:\winnt\system32\dillcache\msiexec.exe**
is open or in use by another application (close all other applications
then retry.)

No process should normally have anything open in the \dllcache folder. Use
this tool to find the process, kill it, then start the SP4 install.
