Are there any programs out there that I can use to edit an
msi file?

There's the Windows Installer SDK, part of the Platform SDK. List of other tools

This reply and the product might have come a few years late but there's a new, free MSI editor that's an alternative to Orca. It's InstEd from www.instedit.com
