mshp.dll - bug

Hi

Often when restarting or going back to home page, system
gets reset to "res://mshp.dll/index.html#10213". Tried
resetting to default web settings, reset home page, as
well as physically removing what I thought was the file
itself. But as it continually comes back, I'm obviously
not doing the right thing. Any help would be appreciated.
