It ain't there. :>(

For some reason, MS left msconfig.exe out of Win2K. It's in WinXP. If you
have a copy of that version of msconfig, it will run in Win2K. I've heard
that the WinME version will run, but you have to barge past a couple of
scary warnings.

The explanation is simple. MSConfig.exe does not ship with Windows 2000. And
there is no official way to get MSConfig.exe on Windows 2000.

MSConfig.exe does ship with Windows XP.

While it's probably a violation of the EULA to do so (like you, I haven't
read the EULA either), the WinXP version works on Win2K.
