MSCONFIG is closing differently/wrong?

When I run msconfig I get the various windows/tabs to select startup items
etc. I browse through them and change NOTHING. When I go to close the
msconfig program, it tells me some of the changes I made require a Restart.
I have the option to exit without starting. This notification that a
restart is required never came up before unless I did make changes. I have
made no changes in anything under msconfig and this repeatedly happens. In
fact, if I just run MSCONFIG, don't even browse around, I still get the same
window on closing. What gives?

How are you closing msconfig? If you click OK, you are telling it to apply
the settings. I agree that if you changed nothing that it shouldn't prompt
you, but it does. If you close it by clicking the [X] in the top right, or
by clicking cancel, you should get no prompt.

Right you are!!! Very simple but it was annoying the daylights out of me.
In the past I was probably exiting by "x-ing" it closed rather than "OK"

You will not get the message about changes and restarting if you do not
click OK to get out of the msconfig window. Instead, click Cancel or close
using the X in the upper right hand corner.
