msconfig, Access Denied error

Tried changing settings in MSCONFIG.EXE. Any attempt results with the error
message: "An Access Denied error was returned while attempting to change a
service. You may need to log on using an Administrator account to make the
specified changes."

Passwords are not the issue as I am administrator. I've googled this problem
and seen folks say that lowering ZoneAlarm settings can cure this, but I
don't have zone alarm. I uninstalled all Norton products. I have AOL, but not
sure if I am running their firewall. Trying to find out now.

What ever this is, it also prevents me from installing and uninstalling
software as well. Any ideas out there?

Msconfig.exe modifies things here:
- HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Run
- HKLM\SOFTWARE\Microsoft\Shared Tools\MSConfig\startupreg
- HKLM\SYSTEM\CurrentControlSet\Services
- The various Startup folders

I suspect that you have insufficient access rights to one of these areas.

Lol, all I can say is wow. This has been bugging me for 2 days.
Needle in the haystack is an understatement.
