MSCOMCT2.OCX registered but the Date Time Picker only shows up as an empty rectangle.

I am using an ActiveX container compliant package called InTouch. I can insert the Date Time Picker object and it works just fine until I copy the application to another PC that dose not have Microsoft Office installed but has the MSCOMCT2.OCX file install and registered. The Date Time Picker only shows up as an empty rectangle. The Date Time Picker is listed in the InTouch software on both machines as an available ActiveX object but again only displays as an empty rectangle on the PC that has not had MS Office installed

Any ideas, must a Microsoft Office product be installed for the Date Time Picker to function
