MS USB Keyboard Driver Preventing Hibernation

After a fresh install of Windows XP Pro and NOTHING else installed, I can go
into Hibernation for a few times, but leave the system alone for 30 minutes
and come back and try to go into Hibernation and it says "Terminal Keyboard
Device Driver" is preventing system from going into Hibernation. Now mind
you, this is MICROSOFT'S driver, Power is set to stay ON to USB ports at all
times.....so why is this happening? Is there a RegEdit change that I can make
to force this driver to allow Hibernation or does Microsoft need to write a
driver with better code that allows it?

With XP Pro Service Pack 3, the Keyboard Device Driver info is:

In Device Manager, under KEYBOARDS, listed as "HID Keyboard Device"

kbdclass.sys v5.1.2600.5512 (xpsp.080413-2108) and
kbdhid.sys v5.1.2600.5512 (xpsp.080413-2108)
