MS Picture Manager

After I downloaded IfranView, my Picture and Fax Viewer still worked, but
since I have added Adobe Photoshop Elements 3, this utility no longer
launches automatically. Further, I do not know how to locate this software
within Windows. Using the Search function for "Picture and Fax Viewer"
either as part of the file name or as a phrase within the file did not seem
to bring up anything that matched. Does it have another name within Windows?
I really want to locate it, as it was useful in its primitive way.

NB "Picture Manager" is not the same as "P & F Viewer". The former ships
with Office 2003, the latter with Windows.

Thanks, I ran both edits successfully. Still, PSE seems to be blocking the
Picture and Fax Viewer. I looked at the Properties for PSE, and nothing says
it is the default viewer. Is there something within Windows I should change?
Or, how would I find the Viewer within Windows, in order to Open it
directly, rather than by clicking on a photo file? Has any one gone looking
for this utility?
