After a vista home premium upgrade MS Outlook will not open, I receive this
error...

Cannot start Microsoft outlook. File access is denied..you do not have
permission required to access the file c:/yadda yaddda\outlook.pst

Any suggestions greatly appreciated, thank you.

I initially had the same problem when upgrading from Office 2003 to Office
2007. It turned out that the PST files had not closed correctly before the
migration, so I copied them over and opened them on a system with Office 2003
and then closed them. After that I was able to open them in Office 2007 with
no problems. You could probably also save them to a different PST file and
try opening the new save if the original option doesn't work.
Hope that helps

Where is your pst file? It should be in C:\Users\<User
name>\AppData\Local\Microsoft\Outlook

If it is somewhere else you should copy or move it to that location.
You may need to take ownership of the folder your pst file is in. To do
that, right click on the folder, select the Security tab and Edit the
Permissions to add your user name with full control.

Note that "Application Data" is only a shortcut to which you cannot get
access. It is provided for backward compatibility and points to the <User
name>\AppData folder.

I see, though I'm unable to do anything in C:/documents and settings to make
any changes to allow any access, I can right click the folder for properties
and I make the change click ok and it says again, access is denied. I cant
get into local settings, seems every folder I click is access denied. And I
noticed these folders are shortcuts. And under c:/users..there are several
and I'm the only one using this. I should just call Microsoft, I have 90
days right?

thanks

Shortcuts don't contain any data or files.

Terminology has changed in Vista. User data is in Users, not Documents and
Settings.
You have a user name you chose. That's the User where your data is.
