MS Outlook 2K on 2K Terminal Server

I have Outlook 2K on a 2K terminal server and when the users go into Outlook
Today it goes through the msi installing screen.. Does anyone know why this
is? On the 2003 terminal server it is not happening.

I think the first time a user runs Outlook/Office 2k or prior, they need
local admin rights (ugh) - can you temporarily grant them this, log in as
them, let the setup run, log out, take away the rights & connect normally as
the user again?
 
Is there a way to fix it on a server that has been up and running already.
