MS Jet security (Creating a MDW file from Dot Net)

I do remember somewhere that In order to use MS Jet security you have to
have a system.mdw file. This file is created in MS Access. VB can be used
to alter or modify the file,but not to create the file.

Does anyone know if Dot Net (Prefer VB.Net) allows you to open an existing
MDB file and create the MDW file through code ?

Any help or hints would be appreciated.

or you could try 'sendkeys' with the old workgroup administrator,
or maybe you could automate a more recent version of Access.
