MS IE Eror Mssage

When first firing up PC,connecting to Internet and going into IE, when
inputing web address I get an error message telling me that the
website is NOT available OFFLINE.The error message asks if I want to
connect to Internet (I am already on)
The website then comes up immediately. Is there a setting somewhere
that I can change to avoid this ?.
It only comes up when first entering IE aftre signing on.

Ed,

See if reconfiguring the internet setup helps. Type in inetwiz.exe in Start,
Run. Follow the prompts and complete the configuration.
