MS Frontpage 2k - Modifying theme components

I'm working with the "Arcs" theme. My client wants me to change the color of
the nav buttons from gold to green. I have found the graphic file with the
button in it, but cannot get the color to change when I bring it up in Paint.
Any suggestions on how to modify the color of the arc button in arcnavhs.gif?
