MS DTC Transaction Coordinator Service does not start

Following on from my previous post about WMI service not working properly, I
have now discovered that the MS DTC service will not work at all. When I
manually try to start the service in a cmd window I get the following
response:

net start msdtc
The Distributed Transaction Coordinator service is starting
The Distributed Transaction Coordinator service could not be started

A service specific error occurred: 3221229584

I have two questions on the above:

1. Is this related to the WMI issue? And which one is dependant on the other?
2. How do I correct the issue with MS DTC?
