MS Antispyware_IST Bar issues

I got IST Bar and so I removed it. Succesful. Then I
rebooted and found IST Bar's file was missing but
the "IST Bar" toolbar was still in View>Toolbars. Any way
to remove it?
 
See my other reply--I believe one of the system explorers will let you
block, or permanently remove, this toolbar.
