I need evaluate MS Access based database program(.MDE file). It's forbidden
to install outside programs on a working PC. Will the .mde file change some
registry entries or not?

If you are just copying an MDE onto your hard disk, then whether it will
make any changes to the registry or not depends on whether the author placed
any code in the MDE to do that or not - obviously no one here can answer
that question. If you need to run some kind of installation routine to
install the application, then that installation very probably will make
changes to the registry.

If getting caught can get you into serious trouble, don't risk it.

Strictly speaking and MDE file is not a program it is a file used by
Microsoft Access program. However as noted by Brendan, it may contain code
that can act as a program and could cause changes.
