MPEG & converting to DVD??

Is it possible to capture video in MPEG format?

If not, how does one convert the .wmv & .avi files to play on a home DVD??

You use a third party DVD burning application... there are many available,
to name but a few, Nero, Roxio, WinDVD Creator, PowerDirector, Sonic MyDVD
etc etc etc

No, Windows Movie Maker will not capture in MPEG format... all the programs
I listed above will happily do so.

Total Video Converter can convert the .wmv file to DVD mpegs and burn
them to DVD automatically.
