What is a good program to use to convert MP3 files to a necessary format
to burn to cd's?

If you have the latest version of Windows Media player that will do what you
want......

iTunes is also pretty sweet. depends on your preference i guess. If
you really want to get crazy, you can use foobar 2000 (also a free
download)

Or MediaMonkey......
 
Nero is a very good retail program but it is a bit pricey but it does much
more than just create audio CDs. A decent freeware alternative is CDBurnerXP
Pro found here http://www.cdburnerxp.se/
