Not without decoding to wave, editing the wave and then re-encoding. Most
any wave editor can do that.
There used to be a non-free one named "Mayah" that purported to edit MP3s
directly but it was a POS. IMO, YMMV.
Just thought of another exception...MP3DirectCut. Wouldn't do hiss though.
