moving office XP for educators to a new computer

My daughter bought an education copy of Microsoft office
XP when she was in High School and installed it on her
laptop. Now she has gone off to college and has a new
desktop. She wants to deinstall it on the laptop and
install it on the new computer. She did install it and now
it will not let her register it despite having the product
key. How do we do this and how can we contact Microsoft to
get what we need

You are probably referring to Activation which is required and not
Registration which is optional.
Remove Microsoft office XP from the laptop.
Have her choose the option to activate by phone.
Call Microsoft at the displayed number, done in about 5 minutes.
