Moving items in ListBox

How can i change the order of items in ListBox on Click of Up and Down
button. I want user to rank their Loans in the order they want them to get
paid. My database table stores the ranks as numeric field along with other
details of the loan. I want the rank value to changed when user moves the
loan in ListBox.
