Moving Images in Front page

When I insert a picture in FrontPage I am not able to move it. In other
Microsoft products you can go to format picture, layout, and go behind text
to move the image where you want it. When I insert the picture the format
picture button is dulled and I cannot select it. When I copy and past a
picture from say word and change the format in Word I am able to move the
immage in FP, but when I save the page in FP, unless I group the image with
something else it moves from where I orriginally placed it. What do I need to
do so I can put the picture wherever I want on a page? Thanks for the help!!

You have to keep in mind how the web works. HTML is not a layout language,
it is a language that describes content, but not the placement of content.
That limits FrontPage to what it can do, unlike other applications such as
Word, CorelDraw, Illustrator, etc. that are able to have complex layouts. If
you take a peak at code in web sites you'll notice that they're really just
a bunch of tables laid out in a particular manner. Use the draw table tools
to visualize the layout so that you can place text and images where you need
them. You can even try saving a web page of a site that you like then
opening that page in FrontPage to get a good idea of how they actually get
the layouts to work.
