Moving directory structure, perms and local accounts from old to new server?

Moving Ftp and web server to a fresh IIS machine, fresh
install and hardware. Need to move the FTP tree and user
perms, with local accounts to the new server.

Is there a utility to do this while keeping user
names/passwords/ssid's intact?

robocopy.exe or scopy.exe (from the Win2000 Resource Kit)
should be able to handle this.

Just want to double check though...

File perms are retained and referenced by ssid, not
username.

robocopy or scopy will maintain these ssid's?
Will addusers.exe export this local ssid for transfer to
the remote machine?

Or can I create the user accts first, and will the copy
programs reference the accts by name and get the new ssid?
