Moving buttons and information when making the viewing sreen small

I am just in the process of designing my first webpage using frontpage 2003,
however when i view my website online, if i make the screen smaller then all
the infomation on that page including buttons and pictures shuffles around.
Is there anyway of anchoring the info so it doesnt move

Use tables to structure your page layout. instead of absolute positioning.
