I am moving from Outlook 2003 to Outlook 2007. All goes well except when I
try to take my existing .pst file and either import it or move the whole file
over to 2007. I get a message that says "Access to file denied. You do not
have permissions to access this file..". Its the old 2003 file its referring
to. Same dialog box happens when I export the existing 2003 .pst file and
try to import it in 2007. Anybody seen this or can tell me how to
correct...loosing much hair!

Is that PST file marked read-only? Check the file's attributes in the file
system (right click on it and choose Properties)

As posted here daily you niether Import or Export native Outlook data.
If you are upgrading to Outlook 2007, on the same PC, you dont have to do
anything to your Outlook data as the installation of 2007 should
automatically connect to it - you dont move anything.

So start again; you upgraded/installed 2007, what exactly happens when you
opened 2007, and what do you see in your mail boxes?

Are you trying to copy it from a Windows XP disk mounted as a secondary
drive? If so, you'll n4eed to take ownership of it first.
