Moving a license to a new computer

Hi

I would just like to know what the terms of use cover in terms of moving
Windows XP Pro to a new computer. I bought a Laptop a few years ago with
which came with Windows XP Pro (This was preinstalled and activated) but the
Pc has now stopped working. I have built a new PC and would like to know if I
can install the CD of Windows XP Pro on this new machine or whether I require
a new copy.

If this is possible what is the process with activation as surely windows
will identify the Key as being used before? -

A preinstalled OEM version of Windows XP is
non-transferable to a different computer. Only
a conventional "Retail Version" of Windows XP
may be transferred to a different computer.
