Move Row of table, including internal bookmark

I have a table with a figure and caption in each cell. The captions were
generated using the caption dialog and copied from another document. In the
body of the document these captions are referenced and working as expected.

I would like to change the order of the figures in the table. I can
cut/paste the row and the figure numbers update as expected. However, the
cross-reference breaks. It is as if the bookmark gets deleted. If the
figures are not in a table the behavior is exactly as expected. Because the
bookmarks were generated automatically they are hidden, and are therefore
difficult to manipulate.

Any suggestions? There are numerous figures and cross-references in this
document. I would like to be easily able to move the figures and have the
numbers and references to automatically update.

As you have descovered copy/paste does not work in this instance, instead
MOVE the whole row, ensuring you include in your selection the End of Row
indicator before moving the row.
The caption numbering and the cross-references will require updating, Select
All (Ctrl+A), then F9 to update.
You can also use the Outline view (probably showing all levels), using the
Move Up and Move Down arrows to shuffle your rows around. When you go back to
your previous view the Captions usually update themselves, but the
cross-references will need updateing still.

How would you recommend MOVEing a row? I have tried cut/paste as well as
drag and drop. I am selecting the entire row (including the circle/box thing
at the end).

I also tried moving the row by dragging the bullet from outline view.

I am aware that the fields need updated (the references and the captions
themselves). The captions update fine. However, when the references are
updated, they update to blank. It is as if the bookmark did not get moved
with the text and is now referencing an area where there is no longer any
text.

Other ideas?

It does sound like you are doing what should work (except the copy paste
which losses the cross-reference).
Lets break this down so we may find out what you are doing different from me.
Moving a row:
In Print Layour view (this may not affect the process but this is the view I
mostly work in), select the row with the mouse, from cell on left to cell on
right, including the End of Row marker. Release mouse button. Place mouse
indicator over furthermost left cell, click and hold. Move mouse to drag the
row to its new position, the move indicator to be in the respective left
cell. Release mouse button. Update document, and the Caption and Reference
update correctly.
Using Outline View.
With All Levels showing, either use the blue up/down arrows to move, or you
can drag the "button" on the left. When returning to Print Layout the Caption
and Reference auto update correctly.

If this is the process you are using to move the rows around but the
cross-reference are not staying linked, then maybe it is not the moving that
is at fault but maybe the reference. How did you create these? Using Insert,
Reference, Cross-reference, now which are you using the Figure Reference Type
or Bookmark? I have been testing with both and they work fine.
When you have the bad reference do you see the standard "Error! Reference
Source not found" message?
If you are using the Bookmark method, exactly what are you selecting as the
Bookmark. It would be best not to include in the Bookmark range the End of
Cell Indicator and not multiple cells.

What view do you use? You don't have Track Changes on do you?

Please come back with your findings and the process you are using as I am
stumped why this is not working for you.

Track changes was the culprit.
