mouseover on tray

When I mouseover an icon on the tray, a box is displayed that says what the
icon means (program name, folder name, etc,)

Why, sometimes does the box appear BEHIND the tray so that only the top
edge of the box is visible and the contents are hidden by the tray itself.

Is there some way to permanently prevent this 'hidden' action?
 
The key word here is "sometimes". It does not happen ALL the time.
This is a fluke and there is no cure for it ----- so far.

This phenomenon just now happened on 1 of 8 icons in my notification area. A second round across all 8 icons displayed just perfect.
On a later round, 2 had the quirck.

Usually when they fail - they all fail (8 this time.)

And actually, since the cause is unknown - the cure is also unknown???
