Mouseover for Footnotes in Word 2007

Older versions of Word show the contents of a footnote when the mouse passed
over the footnote number. This seems to have gone away in Word 2007 running
under Vista 64. Is there something I can to to resotre this function?

Have you turned off the option to view Screen Tips? (Office button >
Word Options > Popular)

Did you go look at it to be sure it isn't turned off even though you
didn't turn it off?

There is no "View Screentips" option per se; there is a selection list for
Screentip style with three options:
1: Show feature descriptions in ScreenTips (selected)
2: Don't show feature descriptions in ScreenTips
3: Don't show ScreenTips
The ScreenTips for the Ribbon work just as they are supposed to. Footnotes
are another matter; on mouse hover they seem to try to show the
footnote--there is a flicker, then nothing.
The function works fine on both an XP and Vista32 platform. It is only on
the Vista64 platform that I have this problem.
And yes, Show document tooltips on over is selected.
