Mouse/touchpad tapping--turn off

Running Win Vista on Toshiba laptop with Synaptics touchpad.

How can I turn off mouse (or touchpad) tapping?

The properties and options for the touchpad will be in the Control Panel.

In Control Panel under hardware/mouse there is no adjustment or turn-off
option for tapping. Or at least I can't find it. In WinXP there was.

I'm not very familiar with Toshiba laptops, but there may be some sort of
Toshiba configuration centre software.
